Bad design like that happens on purpose, I think, in order to create a knowledge gap between the company and the general public. Clarity is actively discouraged.

In the latest issue of McSweeney's (the Panorama newspaper issue), Chip Kidd redesigns an Amtrak ticket, citing similar frustration.
